Role: Compulsory acquisition strategy and management of the Property Cost Estimate.

This project involved providing the property advice required to promote a Development Consent Order (DCO) for a new road tunnel under the Thames in East London. Simon Bachelor client managed the overall process for Transport for London (TfL), including oversight of land referencing, PCE production and reporting and development of the engagement strategy, as well as leading negotiations with landowners and objectors. Permission for the Tunnel was secured in May 2018 and construction contracts were awarded in Autumn 2019. 

Project highlights:

  • This was the first DCO application by TfL and was successfully secured;
  • Early engagement led to all major stakeholders entering into agreements prior to DCO Inquiry;
  • Proper risk management and assurance of the Property Cost Estimate & careful selection of external suppliers enabled robust budgetary control.
